I’ve always loved this episode, seeing the sisters meet their first witch is so iconic! The lore they drop in this episode is also really important for the overall series. The way I’ve always interpreted it is that Aviva had magical potential, that’s why she was able to contact Kali, but it wasn’t until Kali gave her a power that she became a real witch. ‘Good’ witches, with powers, are immune to Piper’s freezing; it only works on mortals, demons, and warlocks etc. Hope this explanation helps!

So why didn't they go on their dates? They kick the girl out so they can have their evening out to just then cancel their plans which means they could have just talked to the girl to understand what her story was. These girls are scared (or it's simply poor writing).

I think it's because they felt it was more important to figure out what was going on with Aviva because she might be bad news than to go out on dates. In case she was out to hurt them or worse, or just to expose them.
