Yep huge twist. Peter did it all. Like when he furthered the lie by telling Catelyn that the assassin who tried to kill Bran had Tyrion's knife thus prompting her to kidnap him and begin the war. Peter intentionally pitted the Lannisters and the Starks against each other and is the creator of the War of the Five Kings . He did this in order to create the chaos that he gains power from. Chaos is a ladder lol. This also explains why in season 1, Lysa refused Catelyns request to send the soldiers of the Vale to fight with the Starks and the Riverlands (despite the fact that the Lannisters had supposedly killed her husband). This would defeat Peter's purpose as this would have tipped the war in favor of the Starks and led to an end to the war when Peter's purpose was to draw out the war. Although, it is ironic that it was because of Peter's plan that his obsession - Catelyn - died.
