Dramatic Skys Test Build 1.9.7.4.1a (Patreon)

Hey guys this is a test build for the Dramatic Skys beta that adds fabric support!  There should be support for all sky textures, shooting stars are still being worked on and tweaked to work correctly. Thanks again to TurboYANEK for porting this!
