The biggest challenge with this commission was how to handle so many detail area (wings, arms and leg scales, and the two massive custom dragon bits), I decided to turn upside down my painting method by starting from a heavily blended figure, and then detail the hard edges of areas like the scales, cutting away my typical overwork. 

To do this I modded my usual brush to allow for fast soft blending directly when first laying color (this brush is included as an extra to this post, it's a simple flat brush with strong blurring enabled).

As usual all the intermediate steps and the original working file are included in the attached WIP files.
