Yeah, Renji could also do Bankai at the time when he asked Ikkaku to be a captain. Renji just didn't think he himself was ready to be captain. And Ikkaku is a third seat, one rank below lieutenant, but his strength is lieutenant-level. The only reason Ikkaku isn't a lieutenant is because Yachiru (the pink-haired kid) gets special treatment from Kenpachi Zaraki and got the lieutenant position.

Also Kenpachi squad is well known to have strong seats all around, so if you suspected any squad to have couple Bankai's it would be Kenpachi squad.
