Madam Jocasta was actually a member of the council for quite awhile and then “retired” to work in the Jedi archives. Also the shape shifter from episode 2 was killed by Jango before they could talk to Obi-Wan. The one we see here is just another member of the species.

Yeah Suraj, Anakin is a Jedi Knight now. He was promoted a few weeks after episode 2. They don't show him becoming a knight in the movies or the clone wars series. In episode 3 he's angry about not being made a Master.

The only place where they showed it was in the 2003 Clone Wars microseries which is not canon anymore. But we can guess it went in a somewhat similar fashion.

Corey Burton also voices Dooku. Incidentally, when Christopher Lee was brought in for the pilot movie, he wondered why they even needed him after hearing Burton's impression of him. Cad Bane's design is based off of Lee Van Cleef as Angel Eyes from The Good, the Bad and the Ugly, and Burton used Lance Henriksen and Peter Lorre as the inspiration for the voice. The creators had originally wanted Lance Henriksen to voice the character.
