I believe it was a intentional decision. Most of the other reactors on YouTube cover the speech, so perhaps the editor wanted to highlight Bakugo’s scenes a bit more?

Before I says this, know that I prefer dubbed versions on anime if available. That being said when this episode first appeared the sub version came out before the dub and I couldn’t wait. All Might’s speech in Japanese is amazing! The voice actors sounded very emotional and passionate! I highly recommend y’all check it out

WHY was the MAJORITY of the All Might scene on his hands and knees skipped?!?! That was the best part. We didn't even get to see their reaction to it as he started doing it. Not to mention a lot of the other was skipped for it....... Maybe I am overreacting but it hasn't been good at all with Naruto and MHA with the editing and leaving in the better parts.
