Back in the 1940s, a tradition started where a live turkey was presented to the White House by the National Turkey Federation. They were usually then slaughtered and eaten, but in the 60s and 70s, they began to spare the turkeys. Ronald Reagan thought it would be fun to 'pardon' the spared turkeys as though they were criminals, and his successor presidents carried on that tradition (with George Bush making an 'official ceremony' out of it)!
