In an interview with The Blerdgurl Wilson Cruz said that it was explained to him that Culber would be coming back. That his death was part of a larger story. He/they realised they needed to explain it to the audience beause of the trope. That´s not say they it wasn´t a really stupid idea in the first place and they should never have done it. But I do believe it was the plan to have him come back all along.

You have richer, more interesting read of the episode than I think the episode itself merits. I continue to appreciate your reviews while also continually being reminded how, save for Star Trek: Picard, Discovery is my absolute least favorite Trek by far.
