I think the reason they wrote Buu off the tournament was because he was too overpowered. He might not be as strong as Golden Frieza, but his techniques would have given Universe 7 the upper hand. He can regenerate infinitely and recover from any damage as long as he's alive, and killing wasn't allowed. He can heal teammates, he can turn people into candy, he can shape shift, and he can absorb others and add their power and abilities to his. They kinda had to write him off.

That's not true. Kid Buu was beating the crap out of Fat Buu and that was killing him / draining his life force. Buu was running out of energy in that fight, and they even commented that he was dying at the end of the Kid Buu fight. Dende had to heal him. The idea that you must obliterate Buu completely and that he doesn't take damage has been proven wrong many times. If someone is stronger than him, they can do some serious damage. He's just harder to kill than the average person
