Jack, Bounty =/ Strength, it's a factor but it is not at all a scale of power. It's not some linear rank where Law and Kid can be judged because of their numbers.

yeah, bounty just indicates how much of a threat they are to the world government. For instance, Robin's bounty at the age of 8 was only given to her because of her knowledge. At that point in time she probably was about as strong as marine fodder, yet she was worth 79 million.

Fun reminder the Supernovas (All strong rookies) were created last minute. So these awesome characters with interesting powers all spawned from Oda's mind iirc within a three-hour sketching session just before their initial intro.

Honestly this show only ramps up more with every arc, the moment Water 7 began all of the silly and much more happy go lucky "moments" with "lower stakes" fully ends. There are moments of calm but from now on it's just insane stakes and chaos. For how short this arc is we learn and see so much EXTREMELY important stuff. I am so excited to see you react to the upcoming episodes.

Law likely just did not go out of his way to pick fights with the World Government or Marines, and he's not the type to attack civilians. That being said, he doesn't seem to care too much about avoiding the marines since he stayed in the auction house. He probably wrecks marines when they pick fights with him, 200 million is still stupid high for the grand line.
