I haven't watched Torchwood in a very long while as I have mixed feelings about the overall series. However I recall enjoying the return of Martha Jones sharing a few new episodes with Captain Jack and look forward to seeing them again through your reaction.

Despite often playing villains, I still think of Alan Dale (who plays the villain in this episode) as Jim from Aussie soap Neighbours.

Martha fits in so well with Torchwood. You can tell that Owen, Gwen and Ianto take a real liking to her. These sets of episodes are some of the best I think Torchwood offers. To answer you question, this takes place after Series 3 of Doctor Who but before Series 4 of Doctor Who. Martha is currently engaged to Tom at this point. After the end of Series 4 of Doctor Who, she splits with Tom and eventually gets with Mickey. I actually would have preferred if she had stayed with Tom mainly because he saved her life in the year that never was. She even told Owen in this episode after they saved her at the end before Owen got shot. (Mickey is still great though)

Whitehall is the area in Westminster, Central London that contains the Houses of Parliament. People sometimes call the UK central government 'Whitehall'. I think that the politician Jack mentioned having recently had trouble with was Harold Saxon!
