The Daleks are one of the classic villains that have been in the show right from the beginning of classic Who. The BBC don't own the rights to them, they remain with the creator's estate, but their iconography is as important to the show as is the Tardis. Many classic villains are pretty much expected to return periodically throughout the shows many series alongside new creactions as well.
