All of the combo boxes only accept integer distances from the default. For example, Continent size can only be 1.45, 0.45, 2.45, and so on.

0.46 is not valid. This seems very likely unintentional. Maybe somewhere you have an implicit conversion to floats that's not going off right? I'm just guessing. Regardless, it makes fine adjustment impossible.

Weird, it's working fine for me. I'm getting notable changes for decimals: https://imgur.com/a/Mc2rJTg also in firefox 67.0.2 on windows 64. Are there any other details that causes this?

So it does... maybe my changes were too small to have a visible effect? I can confirm the map is effected by the small changes, though I am still seeing the spurious warnings. Thanks for testing it, though.
