Oh ho. It depends on what you mean by custom. If it's "building" your own house, like with construction and everything in-game, no. Nobody owns a home in Appletree, it's all owned by the Institute. If you're talking about customizing your home, such as adding items to it, or turning the spare bedroom into a special room, yes. If you're talking about custom mod/player content, yes, when it comes to creating custom decorations/items to the store for potential addition to your home.
