The backstory to the great war is that kingdoms like atlas and mistral were afraid of the grimm threat, and since grimmm are attracted by emotions (esp negative emotions) they figured that shutting down all forms of art and self expression would quell the threat. Vale and Vacuo opposed those restrictions and a war was fought over it.
