I don’t know that it didn’t advance the plot. It at least raises questions that you hope/think will be further explored and tied back later. Is Cid’s loyalty going to be tested? Will Tech winning the race alert Rampart and others? Also we got to see Tech stepping up and he even got the slightest little smirk from the chanting of his name. Love it
