That wasn't a human woman. She was humanoid looking, but not human. We've seen tons of humanoids, but only Finn is actually human, the rest are monsters/mutants/aliens what have you with humanoid features.

And yeah, BMO is voiced by a girl, he refers to himself as he, but he refers to his reflection imaginary friend named Football as she. And yeah Finn and Jake just treat BMO as a baby, because he is so they never take him that seriously. It's hard to tell if it was all in BMOs head or if it was real, but I think in this case it was probably real, but it's not like it matters that much in the grand scheme of things.
