So, the Children of Chernobyl thing was a real thing that happened in the early 90s. There were aid organizations that helped kids in the aftermath, and one of the things they did was organize trips for them to stay with a family abroad for a few weeks/the summer to “give them fresh air” and have recuperative stays away from the contaminated areas where they lived. I saw this happen in Italy when I was a kid visiting my family there; the town hosted a large group of children/teenagers and placed them with families for the summer

I think it’s definitely an Irish cultural thing about showing your love by ragging on people. I will attest to this being part Irish. I agree that he does love Jerry (not sure what spelling he uses).
