I read a joke about Maxis/EA somewhere that went something along the lines of: "they have to leave bugs and unhooked things in their games in order to give the bug fixers a job to do, and fully aware of things intentionally left unfinished so players have something to complain about, since there is no such thing as bad publicity..."
