Regarding shooting in Chicago versus shooting in New York: I didn't know about Empire being Chicago-as-New-York, but "The Good Wife" on CBS was New-York-as-Chicago. In the case of "The Good Wife", apparently a significant factor was that the casting agency they used also did Broadway, so a number of the actors on the show were doing stage productions at the same time as the television production. Chicago does have a nationally significant theatre scene, but it's nowhere near as large as New York's. (Also I remember from when Cynthia Nixon ran against Andrew Cuomo that she credited him with introducing film-production subsidies. These sorts of subsidies vary and fluctuate wildly, and they lead to some unusual choices, such as the "21 Jump Street" reboot being filmed—but not explicitly set—in New Orleans.)
