so if I remember correctly and I could be wrong I haven't seen this movie or read the books in a long time I actually have never seen the last movie or read the last book but if I remember right The Hunger games started because of rape people kept on getting raped and so they decided to start the hunger to send a message to the criminals and the message is if you break the law we kill you or forced you to kill kids and if I remember right I think it work since the hunger games started the crime rate drop because ever since people have been to afraid to commit crimes again I could be wrong but I think that's the reason they started theHunger games.

I know my response is really late but I wanted to say that I believe this is not the case. The reason the hunger games started was after a failed rebellion against the capital. This was the district's punishments and the capital hoped it would dissuade them from rebelling knowing punishment would be severe, that it would remind them of their power over them and also as an answer to controlling district's food supply.
