As you guessed, Reflection and Detonation are both halves of a single story. Reflection takes place 2 years after the events of A's, so Nanoha and Fate are 11 now and Chrono is 16. It does suck that Yuuno is primarily relegated to being a librarian, but he's so outclassed in power by the main characters at this point. His barriers and binds are super strong though.

Two years after?! I knew that they looked alot older! Thank you for confirming that! Yeah I really enjoyed Yuuno's character in the first movie but it does make sense when you weigh him against everyone else on the frontline, but I do believe that he has worth on the battlefield as you mentioned his Barriers and Binds were top notch! I'm really interested in seeing what's going to happen next as Iris & Yuri definitely seem like the hardest opponents they've come across yet! I can't wait to see how Nanoha and the gang will resolve this!
