I suspect it doesn't apply, as Yay is pointing out age doesn't map the same way as it does with humans. It's not like emotional and mental development in humans is simple - people never stop learning in that respect. I don't think we really know about how AIs development in this setting. They're presumably hitting the ground with a human adult equivalent level of knowledge, comprehension, reasoning, and emotional understanding. Although as I said it's not like humans ever stop developing in those areas. You don't magically have all the skills you need in life at 16. Or 18. Or 21. Or whatever age your culture has arbitrarily decided adulthood is.

QC is so good; the characters are so great that we got to spend a week of fanfic shipping and speculation, and then the canon story payoff is different and funnier, because Jeph is very good at this :)
