The correct way to adress his name is Jin Woo(first name). Koreans usually start their name with their last name which is Sung Jin Woo. In the western world, it would be Jin Woo Sung.

its for almost all asian countries. almost Every single one. It goes formal by: Last name, middle, and first. Besides the USA , majority of other countries use the metric system and how they list their date on paper is different also : formal : day/month/ year . Total strangers should never mention someone first name especially when you visit south korea or japan. Very disrespectful. A lot of japanese anime don't go really formal like this anime because they also want to cater to the US audience with being its ok to say the first name outloud
