I always wanted Leo to have a lot of hair, but gave him a short 'do in the original comic because it was easier to draw. Most of the aesthetic choices in 12-Inch was very late 70's - early 80's (corded telephones, console TVs, etc) because thats when some of my favorite sitcoms were based. 

But Leo's hair, this curtained style with a middle part is pure 90's - and I love it. So when it came time to update his design, I thought it'd be a good time to achieve this dream. Maybe Freud (I know absolutely nothing about psychology...) would say the "full on top - but also parted (aka spread apart)" look is the hairdo of the sexually vers?

Idk.
