Conqueror's Haki, according to Oda in a SBS (Q&A section of the manga), works only on people that are so weak (both strength and will) that they are not even worth fighting. But there's probably more to it, ability-wise. Even to this day, Shanks is the only one who damaged an inanimate object with his Conqueror's Haki. This may be because of his individual strength/will and mastery, only Oda knows for sure.

I also think you are right when you say Luffy has a way with animals. I didn't think about that the first time I watched it. How can people fear Hody when he couldn't even beat Zoro underwater
