As a premise there is the uniqueness in the world of shogi. Professional Shogi, unlike chess, is a small world with a small number of competitors. So, it is said that only players who are good enough to compete for the title can survive and make a living playing shogi. Therefore, Japan Shogi Association (JSA) has a system to recommend the retirement of a player whose ability is not improving enough. It must seem old-fashioned, including the apprenticeship system, but it's also for the benefit of participants. (Like, for early chareer change, etc.) Shogi father's behavior toward his own children may have been too harsh, but I think that's rooted in this not-good-enough-player-should-be-retired-early policy.

*Rules regarding Go from the Anime hikaru no go, no spoilers but fair warning* I remember watching an anime about the boardgame Go and this was the case too, if I remember right it was even harsher because if you go over a certain age it becomes impossible to become pro (I think above 18 and you can no longer become pro). Maybe its a culture thing in japan, Im not too familiar with other sports and hikaru no go is really old so maybe that rule is outdated now.
