Todoroki/Icyhot got in to UA based on recommendations along with Yaoyorozu (creation girl)- so his entrance exam was separate from the main entrance exam that we saw Midoriya, Bakugo, Iida, etc take- so Inasa/wind guy was also recommended, and even got in, but now we can assume that he turned it down because he didn’t want to go to the same school as Icyhot

You made a good point about people in their self absorption not realizing the impressions they might leave on others- Todoroki/Icyhot was so caught up in his hatred/defiance of his father that he inadvertently acted kind of like him and left the same impression on Inasa/wind guy that his father did- and it’s a nice moment to see him realize that and hopefully now take steps to change and maybe actually work through his issues that he was just trying to walk away from and pretend didn’t exist anymore
