So the discussion and confusion about what Rimuru was talking about in the previous episode is exactly why the bad subtitles in Ep 21 bother me. :)

So they gave you 2 very important clues in this episode for why on the surface ramiris appears to not come off as strong as say someone like milim in terms of being a demon lord. The first was that she is freshly reincarnated atm and the second was where she gets serious for a second at the end and mentions she grants blessings to heroes and that she is important for maintaining the balance of this world. These are seeds that in time will bear certain truths that will be revealed in the future.
