Yes, Itami took the group off-course to his ex-wife's house because he was suspicious of the public safety guy. That's why the SFG had to pull out from defending Itami's group. The prime minister ended up taking responsibility by resigining his position, which means that the dirt on his cabinet ends up becoming meaningless, ensuring that Japan can't get blackmailed on it anymore.
