To explain what jeremiah was doing, he was ordered by V.V. to use his geass canceler in multiple different places (his canceler seems to be an aoe effect like rolos). Lelouch has deployed alot of pppl he geassed as secret police around the area so they are trying to cancel all those. Unfortunately, Shirley got hit by it too

Jeremiah always coming in to stir up the party. Hes the best character in the show. Youll see. Also the Milly thing was extreme but she did it on purpose because she has the hots for lulu but doesn't wanna get between him and shirely to dump her feelings on him. She's kinda respectable AF respecting her friends obvious romantic feelings for each other while sacrificing hers. This was like a last ditch attempt to get Lulu to pick her on his own which fat chance that was ever gonna happen lmao.
