I mean, sort of! They are Roman citizens, but more importantly they are leaders of the Roman Church - this is after the era of Roman government persecuting Christians. Constantine is in charge now and the church is trying to figure out how to handle all those "traditors" who disavowed their faith in order to be safe from persecution. Let's just say Donatus disagreed with their decisions on the matter.
