What a craazzzyyyy episode! Oh red eyes just means that person has evil intentions/thoughts or is being manipulative. it's an artistic choice, not a literal one. He doesn't have the eyes. Alot of animated shows will do that unless it's their actual eye colour. L is sometimes shown with a blue glow... I guess you can interpret that as him being on the side of "good."
