With respect to "that effect", the later seasons were shot using 16:9 cameras with the intention the entire show except for 1 episode would only ever be seen in 4:3 format. They performed the conversion by cropping out the unused portion of the image. Thus they didn't care when production stuff showed up in portions of the image that were going to be cropped out during the conversion. With the various re-releases in 16:9 widescreen and high def formats, come a number of problems. As in this episode, a couple shots are framed weird. The framing isn't visible in the 4:3 original release as that part was cropped out. In other episodes (like ep 5x16), you'll see production equipment onscreen in the 16:9 release. After you complete the series, recommend checking out a video by Passion of the Nerd; he has a specific video that addresses a lot of the discrepancies between the original 4:3 release and the various 16:9 rereleases.
