Actually tatsuya has limiters set on him by i believe people or a person in miyuki's family. (i forget) It was essentially to prevent tatsuya from using a lot of the other powerful magic he has.. And miyuki is the only who can unseal and release his limiters (temporarily or permanently) I don't remember. So ya he's essentially been fighting not at his full potential most of the series Lol.

As far as I remember, Tatsuya's main priority and purpose is to be Miyuki's guardian, however, he has limiters set on him and the key is Miyuki. Because of this Miyuki can only use about half of her powers since the other half is all being used to seal Tatsuya's power. When Miyuki kissed him on the forhead, all that light coming out were magic Psions being released and allowing to "have free reign". The reason his powers are sealed from what I recall are because his mother and the clan saw his powers as extremely dangerous and a threat to the world and they were even going to kill him as a newborn because he's OP af

What you witness at the end was Miyuki releasing Tatsuya's other powers. Most limiters or restrictions placed on him can be released by the military and Miyuki. Remember when Major said back on ep 17 that Tatsuya's magic is so powerful that they need to lock those powers to keep it in check.

As it was stated in other comments, Tatsuya's godlike powers are sealed and only Miyuki can remove the seals placed on him. Tatsuya's own existence was designed to be the strongest guardian of the Yotsuba Family, and Miya Yotsuba sacrificed herself to give Tatsuya part of her massive "interference force", that is basically a boost to his AoE spells and his ability to rewrite magic sequences to destroy other ppl magic. The result was that Tatsuya became so powerful that nobody could control him, so they removed all his emotions aside from his love for Miyuki and placed him under a few seals. The position of Head of the Yotsuba family isn't passed down from father/mother to son/daughter but the best youth of every generation is picked and groomed to rule the family, but to assure that Miyuki would be the next Head, Maya and Miya gave Tatsuya to her, so that nobody could contend with her due to Tatsuya's enormous power.

They didnt let the Emotions of his Love in him, they erased all his Emotions, but they were shocked that this particular Part of his Emotions resist the erasing, it was the Emotion that gives the Love to his Sister. Miyuki is know a Guardian for Tatsuya that he dont go Berserk, and Tatsuya is the Guardian for Miyuki, if she get killed the Seal breaks and its Doomsday. And for the Sake of the next Head of the Yotsuba Familys safety. In order to allow Tatsuya to use Systematic Magic, instead of just his Supernatural Powers, his mother and her twin sister operated on Tatsuya when he was 6 years old, installing another Magic Calculation Area or Magic Processor (resulting in him having two) in his mind. This allowed him to use "real" magic. However, the artificial processor is inferior to the natural processor in multiple ways. Tatsuya's invocation speed, the scale of the Magic Sequence, and phenomena rewriting ability--the metrics used to rate magicians internationally and at First High School--are considered inferior to most magicians at First High and barely passing as practical magic ability. For example, Tatsuya's invocation speed is at least four times slower than Miyuki's, meaning that most forms of complex magic take unacceptable amounts of time for Tatsuya to accomplish. To that extent, the Yotsuba considered Tatsuya to be both a fake and incompetent Magician.

I give you again the Informations about Mist Dispersion ( The Spell Tatsuya uses against the Truck, and also to take off the Arm of the Terrorist, and back in the one Episode where he eliminated the No Head Dragon Guys) Mist Dispersion (ミスト・ディスパージョン) is an undisputed A rank destructive Decomposition spell that directly decomposes the physical structure of the information targeted. It works on inanimate objects as well as living organisms. It can decompose muscles, tissue, bone, even organs into the basic molecules such as ions and the basic elements by interfering with the structural information. It is described as being considerably mundane and quiet. There is no sound or light emitted and when raised to the highest degree of Decomposition, even easily flammable materials will not ignite. The objects dissipate to dust, transform into steam and then scatter. This spell does not travel through physical space so it can be aimed through physical objects and is not limited by distance by any means.

Regarding Ai-chan, she has hypnotic magic that allows her to control anyone. Yes, she's OP too. She's under supervision by the Ten Master Clans and Public Safety. When Saeagusa says she'll take responsibility for Ai-chan using her powers, that's what she's talking about. Ai-chan is a good person, so she's actually scared of her own ability. That's why she's going into magical engineering. She doesn't want to be used as a weapon, which her family, an aspiring 100s clan, wanted to do to elevate their clan power. So the Master Clans and the government are watching her, and by extension, her family. They don't understand that Ai-chan isn't the type of person that would use her powers and people just for her own, or her clan's, selfish gains.

Miyuki wants to kiss Tatsuya because she is in love with him, both of their worlds revolve around each other, his purpose is her well being and she in turn wants him to be happy.
