It may not be the first SINKEX, but the first proto-battleship USS Texas was pretty much a SINKEX. And it was not very (if at all) scientific IIRC.

Bombers launching bouncing bombs would probably need a long run time to set up their attacks. You can get that over a lake but I doubt you can get that amount of clear open water in a harbor.
