The guy was scared of the devil fruit because he didn't want kaku to eat them and get even more stronger. He was trying to discourage kaku and kalifa from eating the devil fruits.

The numbers they showed us earlier, called “doriki” are the cp9’s power level. It does not include their df power. The devil fruit is just an additional skill. Though a devil fruit can really makes up for someone’s weakness.

"Sogeki" Means "sniper" or "Sharpshooter" in japanese. Adding an "ng" at the end after "Sogeki" would be SniperKing in a fusion between japanese and english. King of Snipers! OAAAHHH :P
