To be fair, Ghost types in Gen I were suppose to be super effective against Psychic types. There was apparently game glitch that render attack moves to be ineffective, one of many glitches that indicate the original games were horrifically unbalanced. It was fixed the later generations. Not that it matters since Game Freak thought it would be a good idea to make the only Ghost type Pokémon in Gen I part Poison types.
