This was a remake of a black and white movie of the same name from 1956. The old man that was hit by the car was played by the same actor as the main character in the 1956 version, and the things he was yelling were about the same as what he was yelling at the end of that movie.

Starring President Snow from the Hunger Games movies. Since this wasn't going to YT, it's too bad you watched this remake first instead of reacting to the original 1956 classic, which plays out like an old-fashioned detective story/film noir. I think you would've enjoyed it much more than this one plus it's only 80 minutes long.
