I laughed when you asked, 'Who is under Mulder?' because it sounded a little NSFW! The correct answer is Scully as Mulder is head of the X-Files division and Scully was assigned to work under him. As for this episode, I believe that Mulder has PTSD and that his actions and reactions stem from that.That's not an excuse, but it is a reason. As someone who has been receiving treatment for PTSD I tend to see things in that context regarding Mulder.

Mulder's PTSD had been covered, actually in the first season. In "Young At Heart" he is struggling with the blame for the death of a colleague when that killer returns after finding a way to reverse the aging process...

I was kinda referring to his childhood experiences, but of course you mention another instance. Funnily enough I just watched that episode again today. Things are not simple with Mulder!
