Permissions Update Finished (Patreon)

Finished the permission update, including all relevant tests to create a new Power User, Moderator, and other roles to help us with the site cleanup. Included in this is historical revisions to prevent potential....issues if someone loses their shit on the site. I was going to deploy it this afternoon, but I went to go see Godzilla: king of monsters.
