About the Japanese grading system I'm not entirely sure, but I know when we see a 40 on a test that is passing. I don't know if it's a translation difference or if it's not based on a percentage but this is the pass/fail line in almost all anime I've seen.

The Japanese grading system is out of 100, if you have a score of 100 it means you have a perfect score. so it’s pretty much similar to grading system in the west of 100%. Yes, Hinata never had a double digits score meaning he had never had a 10 out of 100, that’s why Suga was so shocked. (40 is a passing grade)
