Flashbacks don‘t count, but ye there are still a lot of people dying in present time. Just Impel Down alone had countless deaths I think

Plenty of people die in One Piece. Most of them are "fodder"/unnamed characters, though. Like, of course tons of people died during the civil war in Alabasta, for example. There are fewer named character deaths bc Oda doesn't bother much with introducing characters just to kill them off. Baise from HxH is a good example of that. Such an irrelevant and shallow character that was only introduced just so the PT can kill her to make them look more menacing. By the time Kite was introduced, the show had already killed off so many characters without care for the simple purpose of hype or tension - I know lots of people who expected Kite to die "for things to become more serious for Gon&Killua" so his "death" didn't even hit them. And then you also have stories like GoT that kills off important characters left and right for cheap shock factor value only to find themselves going nowhere with the stories bc you've killed off most of the interesting and important characters. The funny thing is: the special guard of Alabasta died (after using the drug water) but it's not like people reacted to that like: "OMG they died!! Stakes are so much higher now!!" Some people like to act as though you need tons of deaths for a story to matter or to be great when that's not true at all. Killing off characters doesn't necessarily make for good writing all the time bc you're literally sacrificing characters for hype, character deaths can become predictable so they don't hit that hard and at times whether we see characters die or not doesn't change anything about how we view the scene/situation. Deaths don't matter as much as you think. And they certainly aren't an unequivocally good thing. Pell is actually (ironically) a pretty good example for deaths not mattering all too much, too. In the moment/scene, we thought he was going to die. So did the characters. Vivi thought he was going to die and he himself probably thought so, too. The fact that he later survived, doesn't change how everyone felt in that situation/doesn't make the emotions of that scene unwarranted. Equally, when he survived, everyone went: "Wtf?! How did he survive? He should have died..." That's fair enough. But who on earth is watching episode 756, for example, and is thinking: "Man! This story would be SO MUCH BETTER if Pell was dead." lmao. Like...who really cares? "No one dies in One Piece" is just a very childish attempt at criticising the story.
