To me, Doflamingo is, to this day, Oda’s magnum opus when it comes to villainy. There may be fights with better technical animation, and characters with greater raw power, and even a character or two with more cunning than Doffy. But nobody has him beat when it comes to wickedness or degree of control over his power. This might be the most satisfying main character match up in the show for me personally, even still Enjoy the ride, fellas

If it's by those criterias, it's definitely Rob Lucci for me. He was a menace through and through and the first villain Luffy couldn't beat on his own. Without the Usopp pep talk, it would have been over. Luffy beat crocodile when he came prepared, but when he went up fully prepared against Lucci he still got whooped. Rob Lucci also had masterful control over his body, technique and zoan powers. And he essentially went as hard for dark justice as Luffy goes for his friends. The dude had no stop in him.
