Tay is so wrong at the beginning here. I get that they used their quirks to save themselves and those around them, and thats why the police force is keeping things quiet so they don’t have to reprimand these students for saving the day. If they didnt have these rules, any and everyone would use their quirks in ways they THINK are for the greater good. And thats why licenses are needed. Its the best attempt at making sure that the people allowed to use their quirks on other people are likely those who wouldn’t do so for their own benefit and have a good enough judgement to know whats actually the greater good
