Luffy can't use haki with sea prism cuffs. Using Haki requires energy. And the principle of sea prism is precisely to weaken devil fruit users. Jerry is buging when he waits to see Luffy break his handcuffs. It's like asking him to do backstroke at sea. BUT Oda is smart. Having Luffy and Kid train while wearing Sea Prism is a way to make them stronger much faster. It's like Rock Lee, Goku or Piccolo who trained with weights.

@Classicxii the handcuffs that Luffy has on has a little bit of sea prism in it just enough so that he can't use his devil fruit but he can still move around normally to do labor. With those cuffs he can use haki but regular sea prism cuffs drains all energy from devil fruit users to the point they can't do anything, even not being able to use haki.
