"It's more an art than a science" is one of those phrases you need to beware because it is much beloved by bullsh*t artists the wide-world round. But sometimes it really does apply and this is one of those times. Making NPCs for your campaign is like a balancing act using someone else's hands and your eyes while blindfolded. No matter how good a GM you are you're never going to be 100% correct in guessing what NPCs your players are going to be interested in interacting with. You just *can't.* Unless you're playing a Choose Your Own Adventure that is. So what do you do as a GM? You model the lords of Slack and be *lazy.* That's right. I said it. The title says it all, When GMs create NPCs they can do so for a myriad number of reasons. Maybe the PCs need a antagonist or perhaps a PC purchased a Ally maybe the GM just wants to have the NPC fleshed out in case the PCs have need of him.
