i think there might be something they are trying to say with the firefighter's wife story, but not making entirely clear. That is that in a society everybody just assumes officials will lie all the time, when they are actually telling the truth people are less likely to take it seriously. So I don't think she really absorbs that they are telling her to not touch her husband for a reason. Plus, she doesn't understand radiation anyway. The impression given is that nobody bothered to explain to her fully WHY they were telling her to stay away. So she is able to think that it's just more arbitrary rules to get around. That's my take on it.
