The reason the subtitles aren't complete is because sub-titling is a two part process. First, the production company sends a completed script over to the subtitling company who starts typing in and creating the subtitle blocks. Then, several weeks later, they send the final cut over so that they can place the subtitles over the video. During that time, dialog can be cut or changed in the editing room so the final cut never quite matches up with the initial script that the subtitle company received.
